After taking down Valor Buchanan, your next stop is Aspen. Aspen is located in the northern part of the map and is part of the main quest in Wastelands 3. In this quest, you have to find Victory Buchanan in Little Hell Resort and make a decision about him at the end.

You can go north from the bloody "Free Yourself" sign or east through the construction site. This is not a critical decision to make right now. You can choose any path and at any point you can go back to this fork and take another path.
Anyway, whichever path you choose, you'll encounter some witches who work for Victory Buchanan, fight Federico, and then head further north. Both paths are full of traps, so you have to be careful. Wasteland 3 Aspen
Anyone can switch after the last activation has taken place. As you move to the next area, the next area contains spiked turbines that are deadly, so stay away from them. To pass the time you can always hack the generator for the gun turrets and grab the Wasteland Hawk gun from the container. In the construction zone, a few breathalyzers roam here and there, and numerous chests with a fair amount of loot in them.
Wasteland 3 Aspen
There is a warehouse with a safe that supplies you with ammunition and a Purifier flame unit; very useful for such a situation. As you progress you will find a generator. Activate it and you can use a nearby terminal. This terminal allows you to lift the lid and access the storage space.
Once in the storage room you will find weapons, grenades, ammunition and a terminal that allows you to disable robot defenses, so you can take all the loot in the lockers without fear of the robots. Loot like the Cold Comfort Shotgun, Saw Blade Weapon, Wasteland Hawk Pistol and Nidhogg Machine Gun.
Also, in the corner of the area, you'll find a creepy doll of Hearty Henry next to a corpse in a bag. Now go up the stairs for a fight with Federico. Instead of taking all the loot on the construction site, it's recommended to head north through the traps.
On the north side, Federico and his troops can attack from behind. Also watch out for the breathers in the area and after taking care of the opponents grab the Gondola Building Key and grab the loot before launching the Gondola. Start the elevator and your next stop is Little Hell Resort.
