The new policy has a maximum of 3 payment types, including gift cards, but gift cards in stores indicate that a maximum of 4 payment types are allowed. Southwest should be more consistent with policies, update physical card policies, or allow us to bundle gift cards.
Did someone at Southwest tell you that the airline will not honor the four-payment terms of gift cards? Southwest often bends over backwards to please their customers and I believe they will honor the terms of the contract on the store bought gift card. I tried online it only accepted 3 payment methods total and then I called to order over the phone and unfortunately they told me they changed the process and only accepted 3 payments and I got a waiver.
I also emailed their customer service and received the same information as mentioned in the current payment and gift card policy. You should email them a picture of the terms written on the gift card. If the gift card specifically allows four types of payments and those terms don't have an expiration date, I don't see how they can deny you.

One solution might be to book a flight worth the value of the two gift cards you want to combine, then redeem that flight for an actual card with additional payment methods. I also suggest booking a one-way trip rather than a round-trip, I recommend it anyway, but this can also allow you to use three forms of payment on one leg and three other forms of payment on the other leg.
Unfortunately, there is nothing Southwest can or will do. (This complaint has come up before.) In general, I don't recommend Southwest gift cards. Usage limitations make them problematic. An advantage of the new conditions is that (now) the limit of 3 forms of payment is per passenger, not per purchase.
