In an unusual move for Paragon (though he has every right to do so), Devos decided to train under Uther. His fellow Paragon Tenios said that was not good, but Devos replied that he was worried that Uther's soul seemed to be broken and that was why he couldn't erase his memories to ascend.
He even began to wonder if Lightbringer had been sent to the Bastion by mistake, though Tenios had quietly warned him against such thoughts and trusting the process. Devos later discovered that Uther's soul was indeed wounded. After touching the wound, he sees a vision of the paladin's death and recognizes Arthas' blade, the Frostbite, as the tool of the Maw and the runes.
Devos then relayed the news to the Archon, telling him that a Maw-powered agent had spread across the mortal world and was threatening the Bastion. Also, if Uther's memory had been wiped as the process required, Kyrian would not have known about the danger - in other words, the process was wrong.
Rise Of The Forsworn
The Archon stopped Devos, telling him that the Shadows were being attacked by a Canaanite who was doing their duty and that he should give up his rebellious ways. In response, Devos verbally agreed, but turned to Uther and asked if he wanted to punish Arthas.
When Uther says yes, Devos turns him back in time and tells him that when Arthas dies, they will both commit suicide. When Arthas was defeated at the Icecrown Stadium, Devos and Uther took his soul. Devos asked Uther to throw Arthas into the Maw and return him to the darkness he had created.

Uther flinches, saddened by the memory that Arthas was once his disciple, but Devos reminds him why they brought Arthas here - to avenge what he did. His will grew stronger, but once again claiming that it was not to avenge his death, but for the crimes Arthas had committed, Uther released Arthas from the Maw Abyss.
