Elturk. Qubool is a default assumption, and it's important to realize that you don't have to say yes right away. Between application and acceptance, the couple can meet as often as they like to get to know each other, provided the meeting takes place in public or in the immediate vicinity of the accompanying person.
Imam Elturk always advises couples to ask and see if they are compatible during this time. Once both decide that they want to go ahead and make it official, the Nikah ceremony can take place. Nikah requires at least two male witnesses who can testify that both the bride and groom voluntarily said "I agree" or "Qubool."
