In the year In the late 1940s, Charlie Atkins, a recreation and parks employee, along with a few railroad enthusiasts, had the idea that a locomotive would make an attractive addition to the Griffith Park Miniature Railroad.
The museum's original purpose was to be a "train petting zoo" for Los Angeles children to "impersonate" engineers. The Los Angeles Port Department had two small engines that seemed to fit the bill. Atkins, with the enthusiastic support of former Recreation and Parks Department General Manager George Helte and Recreation Supervisor William Frederickson, began contacting major railroads in California to see what equipment they might be willing to provide.
