Banda Aceh, Indonesia — Redinesh Coffee Roastery has been a buzz in this coastal city on recent evenings. Electronic dance music blared from the cafe's speakers, and some patrons in ripped jeans and fancy glasses sat outside drinking locally sourced coffee and smoking cigarettes.
However, Muslim prayers were heard and the waitress hurriedly escorted everyone to the cafe. She turned off the music, closed the door, and covered the windows. Outdoor social activities should be stopped in the Maghreb, the second of five daily prayers. Located on the northern tip of the island of Sumatra, Aceh is a Muslim-majority country with a relatively secular constitution and the only country in Indonesia that has officially enacted Sharia law.
In Aceh, women are expected to dress modestly, alcohol is forbidden, and many crimes, from adultery to homosexuality to selling alcohol, are punishable by public flogging. Aceh (pronounced AH-chay) began experimenting with Sharia law in 2001 after receiving a special order from Indonesia's central government to quell separatist sentiment in the very conservative region.

In the 15 years since then, the whole of Indonesia has drifted in a conservative direction. The once idiosyncratic Aceh is now serving as a model for the rest of the country seeking to implement its own Sharia edicts.
People are shocked that the country is moving away from secularism. Andy Yantriani, a former member of Indonesia's National Council on Violence against Women, said: "Every time Aceh publishes a law that is Sharia's supreme command, others are encouraged to do the same." Sharia Law - laws that violate the Indonesian Constitution.
A recent study found that more than 442 sharia-based ordinances have been passed across the country since 1999 when Jakarta gave the provinces and territories enormous powers to enact their own laws. This includes rules regarding female attire, mixed use, and alcohol consumption. But for local officials, the propagation of Sharia law in Aceh is a matter of pride, and delegations from areas with a history of conservative Islam regularly visit the place to see how it is being implemented.
“They are focusing on how we create a religious atmosphere,” said Syahrizal Abbas, head of Aceh province’s Shariah law department, advising the visiting delegation on how to incorporate Sharia teachings into law. Sharijal, who is considered moderate, said Aceh's Sharia law is more moderate than Saudi Arabia's.

In fact, the state capital of Banda Aceh is currently headed by the city's first female mayor, Illiza Sa'aduddin Djamal. Many feminist activists said they supported her candidacy in the hopes that she would emerge as a progressive leader. Instead, she proved herself to be an ardent enforcer of Aceh's conservative moral code, imposing a night curfew on women and personally dismissing cases that violated Sharia law.
Last February, Eliza, wearing a black hijab, strode into the halls of the Indonesian Model Hunt beauty pageant and interrogated frightened models about the event while news cameras rolled. "Why don't you wear a jilbab?" she asked, referring to what Indonesians call a hijab. Islamic police put the competition trophy in a bag and escorted the models out of the building.
“Sharia law is now about what one wears,” said Ratna Sari, head of the Aceh chapter of women’s rights group Solidaritas Perempuan, a solution to political corruption and promoting good public service. He said he desperately wanted a version of Sharia Law. She said, “Where are all the Muslim hospitals?”
Sharia law came into force in Aceh in 2001, near the end of a decades-long struggle for independence from Jakarta. The scars of war still linger, as the 2004 Indian Ocean tsunami killed 230,000 people. Today, Aceh is one of Indonesia's poorest provinces, with nearly one in five people believed to live in poverty.

In February, the people of Aceh will vote to elect a new leader, but neither mayoral nor governor candidates are willing to challenge the supremacy of Sharia law. Aceh Legislative Vice-President Irwan Johan said a "quiet majority" believed the government had gone too far, but said no real debate on Sharia law was possible.
They don't have the courage to say anything," he said of critics of Sharia law. "If you talk about religion, you may be banished or considered not the real Ache. Everyone becomes a hypocrite." Indonesia last December introduced a new banknote featuring a portrait of a female anti-colonial fighter, sparking a debate about the province's Muslim identity.
from Aceh. Local historians say that Acehnese women of the era did not typically wear headscarves, but a local councilor protested that a woman named Cut Meutia was not depicted as wearing a headscarf. "A lot of people say she has to wear her abaya according to her Sharia law, but it's a historical fact that she didn't," Owen said.
Mr. Irwan remembers another era in Aceh's history. In the 1990s, when he was young, Aceh was given special autonomy and before Sharia law was enacted. "There were a lot of discotheques when I was in high school," he said. "The disco closes at 3am. But if you're not satisfied at 3am, go to the beach, and you can play disco music from 3-7am no problem."

There are more discos at Banda Aceh, and men and women are told to sit separately during concerts. “Aceh is currently the most Muslim country,” he said. "It wasn't like this before." Islamic leaders from outside the province hope to push things forward here. In late December, Rizieq Shihab, a provocative preacher who leads the Islamic Hardline Front, gave a fiery speech before a crowd in Banda Aceh.
“When Islam first came to Indonesia, it came through Aceh, right?” he asked the crowd. "that's right!" The crowd fired back in unison. “Aceh is a model for the entire Indonesian nation.” The missionary continued. “It must be the locomotive of the movement to enforce Sharia law across Indonesia.
