Here's a player who received 150 packs as a 'welcome gift' (opens in a new tab) and another who thought it was fake until they logged in and found 150 packs waiting for them too (opens in a new tab). Not everyone received the same unusual amount of generosity.
This player only has 20 packs (opens in new tab), which is still nothing to sneeze at. What's going on here? As a Blizzard spokesperson told PC Gamer, "We run many different limited and targeted tests like this one to better determine what drives interest from old, new, or current players, which is common industry practice. This was a region-specific testing for Hearthstone in the UK and France for a subset of relevant players who were first randomly sorted into groups before being offered a corresponding offer of between 20 and 150 packs."
While targeted testing may be common industry practice, I never got into Gwent or Magic: The Gathering and got a mountain of free cards that big. Hearthstone has more competition than ever with the continued popularity of games like Legends of Runeterra, and it seems like there's a new single-player deck builder every week, the latest being the Witcher-themed Gwent: Rogue Mage.

A big bundle of free stuff is definitely a way to lure back players who have jumped ship to another card game. As for why some players received different amounts of free packs, Blizzard's spokesperson said, "This is completely random. The Returning Player Experience is a series of special quests and encounters designed to help players return to Hearthstone a long time ago.
A returning player is defined as someone who has not logged into Hearthstone for 90 consecutive days.[1] After joining, the player will receive pre-made 30-card decks that they can try for a week before choosing one to keep.[2][3] Then, the player fights in the Return of the Hero challenge, which awards three free classic suits.
How To Claim Your Free Packs?
Finally, two follow-up quests give the player three classic costumes each. In total, the returning player receives 9 free classic packs and a pre-constructed deck of 30 free cards. Occasionally, returning players may receive anywhere from 20 to 150 free card packs, which can be withdrawn from the Battle.net client.[4]
The returning player experience consists of three special missions, each of which rewards the player with three decks of classic cards. Tasks are assigned one at a time and cannot be completed otherwise.[5] Upon login, the player is prompted to select a class to claim their free 30-card deck.[3]
This deck will occupy a deck slot as long as the player has a free deck slot open. The full list of free decks can be found here: Free Decks for New and Returning Players (As of July 30, 2020). If the player already had cards from the new free deck, he will still receive duplicates of that card from the new free deck.[6]

Then the returning player is greeted with a special message from the innkeeper, welcoming him to the game. The innkeeper then leads the player through the Hero's Return challenge, the subject of the first quest. Set in an interface similar to that used for Class Challenges, the challenge consists of a series of three special matches between the player and the AI-controlled innkeeper.
Each game has fixed heroes and decks for both the player and the AI. The Return of the Hero challenge cannot be skipped and must be completed by players before they can return to normal play. Once the player defeats all three opponents, he will return to the main menu, from where he can continue playing normally.
Upon reaching the main menu, the player can be given a standard-format "Innkeeper's Deck" that is automatically assembled from the player's collection. This can be related to the relative number of Standard or Wild format decks the player has already stored.[7] The player is then given the first of two follow-up missions: "Ready for Action", which requires the player to play 30 cards in Game Mode.
Despite the description, it is also possible to complete this task in Tavern Brawl mode.[8] Once completed, this quest is followed by "Back in the Game!", which requires the player to deal 100 damage to enemy heroes. These tasks seem to take the place of regular daily tasks until they are completed.
Quests that the player had prior to being inactive are removed, even if they are no longer accessible afterward (such as Gadgetzan's introductory quests). The Returning Player Experience is intended to encourage returning players to resume playing successfully. In 2017, game director Ben Brode said that "Something like 25% of [returning] players came back and left again before playing".
