The International Framework for Disaster Risk Reduction (DRR) or the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030 emphasized the importance of using local knowledge. An important example of local knowledge that saved lives is from Simeulue Island in the Aceh region; it's the story of the smoke: on December 26, 2004, a student named Almahdi was smoking a cigarette on a high bridge over the Banda Aceh River. Born in Simeulue, when the earthquake hit and the sea receded, he knew what was next.

Almehdi found their bodies in the river. Almehdi survived, but he didn't know that all of his countrymen from the houses on Simeulue Island had also survived.

Official reports say "Simeulue drowned" and for more than a week the worst was feared. Almahdi's information about the smoke comes from an incident that occurred on January 4, 1907. A 7.6 magnitude earthquake shook the Simeulue Islands and moments later a huge tsunami devastated the Simeulue coast.
Since that day, many survivors have decided to honor the families of the dead and save their grandchildren by telling the story of the smoke to their children and grandchildren. Almost 100 years later, on December 26, 2004, all 70,000 people in Simeulu were reminded of the 9.2 magnitude earthquake.
