Bonsack. Horn put $100 on each card and gave them as Christmas gifts, but the money disappeared when her son and daughter tried to use them. Vouchers for the purchase of these gift cards were prepared by a Walmart manager on behalf of Carolyn Horn, of Hardy. It was after she realized
that three $100 cards were worthless at the time. Carolyn Horn was holiday shopping in December when she stopped at Walmart on U.S. 460 in Bonsack. There, she used a Visa credit card issued by Wells Fargo Bank. , Hardy's grandmother bought three Walmart Visa gift cards and put $100 on each.Due to the service charge on each card, the total transaction was $316.32.
Then, for Christmas, Horn gave another card to his son, another to his daughter, and another to his stepson. The card, which has a Walmart logo on the front, was not used until February 4, when Horn's son tried to use his gift card to pay for food at a local restaurant.

Visa declined the transaction because the balance on the card was 5 cents, not $100. After learning that the card was useless, Horn called his daughter and his daughter and warned them that something was wrong with their credit card, an unused gift. The concern proved to be justified.

When each woman looked at the money, they found that it was zero. Further investigation by Horn and Visa revealed a $99.95 charge on Horn's son's card, dated Jan. 23 at a Harris Teeter store in Charlotte, North Carolina. On the same day, two other cards had their $100 balance cut off at a Food Lion in North Carolina.
Horn is now trying to get his money back, but Horn did not contact Visa Gift Cards, which advised him to get a refund from Walmart. A manager at Horn's Wells Fargo Bank branch — which issued his Visa credit card — gave him similar advice.
Horn, 72, said he made "seven or eight" trips to the Bonsack Walmart to try to fix the problem. A manager gave him three different Walmart business phone numbers to call. Horn said a Walmart employee at one of the numbers referred her to another number, which no one answered.

And no one answered the other Walmart number Bonsack's manager gave him. Horn identified the manager who gave him the phone number as Kevin Dixton. (He also reported the fraud to the police.) So far no one has been able to connect Horn with the $316.32 he spent.
So last week, he turned to you. He sent me pictures of fraudulent cards, pictures of his Walmart receipts and more. But so far, I haven't helped Horn much. Kevin Dixton was not working at Bonsack on Thursday or Monday, when I tried to reach him several times each day by phone.

Finally on Monday, I was able to leave him a message. But he did not answer the call. Thursday, I contacted Walmart again through their media relations department, but no one answered. And I emailed Walmart management directly, but they didn't respond either. I also did some internet surfing, searching for the words "Walmart Visa gift card scam."
That proved fruitful. As it turns out, what happened to Horn has been happening for at least five years, since 2018, maybe earlier. Back then, a Missouri woman, Debbie McCoy, had a similar experience to Horn, when McCoy bought a $25 Walmart card for her niece.
Purchase A Gift Card
Similar to Horn's childhood experience, McCoy's niece discovered that $25 was missing when she tried to use the card. McCoy then filed a lawsuit against Walmart. There have been numerous similar news reports of similar Walmart gift card scams in Florida, Canada and elsewhere. Although McCoy's case survived a court challenge by Walmart at the federal appeals level, I have found no news of any decision.
McCoy's case may still go through the courts. Currently, it actually costs the seller more than $25. Horn has yet to file a complaint with the Better Business Bureau of Western Virginia, but that may be his next best step. Gift cards are a huge industry.
According to a 2022 report from the Federal Trade Commission, the global gift card business is expected to total approximately $440 billion annually. In the United States, the FTC has filed nearly 65,000 complaints related to fraudulent gift cards, with losses estimated at $233 million.

Not everyone is involved in Walmart. "Gift cards are big business — for criminals, unfortunately," said Julie Wheeler, who works at the BBB here. Back in the day, years ago, those "only" gift cards hung on the shelves at every major retailer. Wheeler said thieves quickly realized they could find the value of a gift card and spend money by taking a picture of the easily visible barcode on the back of the card, or the card number on the front, or both.

Wheeler said card issuers have gotten smarter since those days. "All the major brands - Amazon, Visa, Mastercard and Amex - have started putting cards in fully sealed packaging," Wheeler said. The package hides all valid gift card details. However, that doesn't stop fraudsters from stealing guaranteed gift cards from retailers and carefully opening the paper package to reveal the card number.
They then reseal the package and slip the resealed card onto the store shelf, waiting to be sold for a nominal amount. Then they stole the ordered money. In some cases, fraudsters have created fake websites that provide gift card balance information. The website tricks cardholders into accidentally entering their card number and PIN into a fake website.
That gives fraudsters all the information they need to withdraw money from the card. Some criminals have even found a way to remove and replace the security tape from the back of the card, where it hides the card's PIN number. That will give him access to any future balances he has as well.
As a result, the BBB advises gift card buyers to carefully review any gift card they plan to purchase while they're in the store — even before purchasing the card or putting money on it. "We always tell people to double check and triple check the package, to make sure it's not damaged. If the package looks wrong, don't buy it," Wheeler said.
