Dayla will appear in Mourndel to offer the quest only after Diary of Longing has been completed.

Dayla realizes the folly of that pursuit and wants to stop Dravis' madness, but she has lost track of her sister. Dayla asks you to search the ruins on the outskirts of Malmut for any sign of Dravis.
